Bespoke financial management advice, training and policy research for the public sector
LG Futures’ founding Directors, Jude Ranasinghe and Neil Wilcox, bring together wide-ranging advisory experience across both local and central government. Having both previously worked in senior finance roles within the public sector, they fully understand the challenges currently being faced by public sector managers.

Jude is a CIPFA qualified accountant and has extensive advisory experience, having worked with over 100 individual public sector organisations, leading LG Futures’ Consultancy and Training division.
Jude also leads LG Futures’ work with central government; in particular, this has involved assessing the impact of government policies, including a number of high profile projects commissioned by the Department for Education and Department for Work and Pensions, also working closely with local authorities.
Jude specialises in working with public sector organisations seeking to move towards best practice financial management, particularly in the context of the current financial climate, and has reviewed financial management arrangements at four major central government departments, in addition to many local authorities and other public sector organisations.
Prior to founding LG Futures, Jude led the Institute of Public Finance’s Financial Management Consultancy. Jude has also worked at Birmingham CC as Chief Accountant, with responsibility for revenue/capital budget planning, and as Principal Accountant at Leicester CC, with responsibility for formula grant issues.
Jude’s recent focus has been on assessing the potential impact of the government’s business rates retention proposals on councils’ funding, in addition to undertaking wider financial/savings reviews, including income generation and procurement benefits activities.

Neil is a CIMA qualified accountant and worked as a freelance consultant with a wide range of clients prior to establishing LG Futures. Neil has also worked as Chief Finance and Policy Officer for the LGA's High Ethnicity Authorities' Special Interest Group (HEASIG) and as Head of Financial Analysis at LB Brent.
Neil is highly experienced in undertaking primary and secondary research, including: data analysis; the local government finance settlement; research and lobbying on funding issues; population estimates; and developing funding forecasts.
Neil manages LG Futures’ work with authorities where we provide financial planning and technical support, including: preparing the medium term financial strategy/savings proposals; managing the budget process; accounting services; and support on service reviews and option appraisals.
In addition, Neil manages our subscription-based Funding Briefing Service. This provides ongoing advice and briefings to a large number of individual local authorities and regional groupings, ensuring that they are fully aware of the latest funding developments and announcements.
